Ability to schedule deployment past "expiration date"
We sometimes want to schedule a deployment a week or more away. After validating a package, the app has all the information it needs to deploy it, regardless of whether or not the validation expired in SFDC.

You can actually already set a future date for an expired validated package.
The scheduled future deployment of a validated package that doesn't exceed the expiry date/time can take advantage of Salesforce's 'quick deploy' mechanism.
A scheduled deployment that's past the 'expiration date' will rerun tests as part of the deployment.
