Add a "Clone Package" to the Validate packages tab
Allow users to clone a validated package just like that can clone a deployed package.

We’ve now added a dedicated Clone Package action to the validated packages table for Enterprise users.

From the Validated Package, you can see the package, save it back to draft to finally clone it.
Sadly, this removes the package from the Validated Packages.

Thanks for the feature suggestion.
There is a way to achieve what you want as an end goal (but not the ideal workflow as putting a clone button on the validated packages tab).
If you use the Save Draft Deployment feature, and get to the point where your draft gets successfully validated and save it - there's a Clone option in the Draft Deployments tab instead which you could then use to pick the new source/target combination.
